Hookers and spies and bribes, oh my!

It seems that the military-business scandals that have been associated with the names of "Duke" Cunningham and Brent Wilkes may have involved a limosine service with a big-bucks contract with the Department of Homeland Security that also facilitated providing prostitutes to entertain Congressmen being cultivated by the, uh, lobbyists.

Yeah, me too: I'm shocked, shocked to hear that Congressmen are going to hookers!

But is it really a desirable thing for military- and intelligence-related businesses to be awarded government contracts based on who supplies the most talented prostitutes?
