Last Throes or Twelve Years?

I'm confused. Dick Cheney said just last week that the insurgency in Iraq was in it's "last throes." But just yesterday, Rumsfeld said our soldiers would be there for twelve more years, because that's how long insurgency last. If the insurgency is almost over, couldn't we just bring our children home this year? Maybe for the holidays? Which one, Dick or Rummy, should we believe?

The correct answer is C. None of the above.
